Statement on the opening of parliament

An office statement dated 5 February 2026 replies to the Head of State’s opening of parliament and asks that Bills be judged by scrutiny, not by how many pass.

The office PDF records that the President expressed disappointment that, of nine Bills tabled, only two budget-related Bills were passed. The statement cautions against treating legislative speed as the measure of service delivery, and describes Parliament as a constitutional gatekeeper whose first duty is to prevent bad law.

The public asks recorded here are: a live legislative calendar; weekly attendance and voting records; a published risk checklist beside committee reports; beneficial-ownership disclosure for major public contracts; and a jobs-delivery framework with quarterly public reporting.

Passages in the office PDF that use wording this site does not reprint, and that discuss fisheries-sector cautionary history, are not hosted. This page records the asks. It does not decide the legislative record.
