Statement asking for documents on oil, water, and minerals
An 18-page office statement dated 23 April 2026 asks the President to table documents on petroleum, water, and mineral-fund administration.
The office PDF is headed as a constitutional reading of the governance of Namibia’s oil, water, and mineral wealth. This page records the public asks at the end of that file. It does not decide the constitutional questions.
The asks include: table the 15 December 2025 private-office directive to the Minister of Industries, Mines and Energy; confirm or deny whether it was issued with the President’s knowledge and considered by Cabinet; disclose petroleum licences awarded by that office; publish a monthly statement of the Welwitschia Fund certified by the Governor of the Bank of Namibia; refer the Headspring licensing history and the Stampriet Artesian Basin to the Ombudsman; refer the Gertze Directive, that licensing history, and the Minerals Development Fund to the Anti-Corruption Commission and the Auditor-General; and suspend the Petroleum Laws Amendment Bill until those steps are done.
Earlier pages and the closing passage that discuss identifiable private interests are not hosted. A February 2026 Namibian report of a separate petroleum-bill briefing is in this archive under 23 February 2026.
