Statement on the foot-and-mouth disease outbreak

An office statement dated 6 October 2026 asks Government to publish a costed FMD recovery plan, the partner restrictions still in force, and a joint ministerial statement by 9 October 2026.

The office PDF follows the President’s address of 5 October 2026. It thanks veterinary teams working in //Kharas and asks Government to publish a costed recovery plan with named responsibilities and deadlines for the work within its control.

It records partner restrictions as they appear in that statement: Great Britain from 25 and 30 September 2026; the United States from 23 September 2026; and an EU measure published on 5 October 2026, with 23 September 2026 as the closing date for relevant commodities from Namibia’s previously FMD-free zone. The statement says treated meat may still move and that a 90-day window applies to some consignments certified before 23 September. Those are the office’s account of the partner notices. This page does not verify those notices.

The statement attributes an estimated N$190.2 million containment requirement to published reporting, including about N$47 million for 290 kilometres of fencing, and says an estimate is not an approved budget. It asks for approved funding, amounts disbursed, the remaining shortfall, fencing milestones, and emergency contracts. It also asks for published relief rules for farmers and related businesses.

It asks the Ministers responsible for Agriculture and International Relations and Trade to publish a joint recovery statement by 9 October 2026 and make it available to Parliament. It quotes: “Government cannot guarantee when another country will reopen its market. It can tell farmers what work must be completed, who must complete it and by when.” Those are the office asks. This page does not certify the outbreak or the recovery path.
