Windhoek briefing announces a shadow cabinet
At a Windhoek press conference reported on 3 April 2025, Itula said the IPC would field shadow ministers and would not take up the opposition-leader office.
Martin Endjala reported a Thursday press conference in Windhoek. The article date, 3 April 2025, was a Thursday. Itula said a shadow cabinet would offer policy alternatives and keep Cabinet in check, and that the party would not take up the office of leader of the opposition.
He said the list of 20 IPC members joining the National Assembly did not include him, and that he did not intend to go to parliament himself. The report quotes him telling people he suspected of waiting for him there to "put your knives away".
He called the parliamentary office unconstitutional because, he said, a 2017 presidential proclamation created it without parliamentary endorsement. This page records that argument as his. It does not decide the legal question.
